Bill Summary

This bill relates to the administration of the statewide summative assessment of student progress to students of online schools by school districts, accredited nonpublic schools, and charter schools. The bill provides that any school district, accredited nonpublic school, or charter school providing instruction delivered primarily over the internet may administer any state summative assessment in an online setting that is similar to the student’s regular academic instruction, if the following conditions are satisfied: the student takes the assessment at a date and time that are assigned by personnel designated by the school, the student participates in a synchronous assessment session that is initiated and managed by personnel designated by the school, an assessment proctor is able to monitor the student for the duration of the assessment through a video feed, the ratio of students taking the assessment to assessment proctors is not greater than 10 to 1, and an assessment administrator verifies student submission of the assessment. Pursuant to Code section 256.7(21)(b)(2), the state board of education is required to adopt rules to implement the bill’s provisions.
