This bill requires the Department of Land and Natural Resources (DLNR) to conduct a comprehensive carrying capacity study of the Kikiaola Small Boat Harbor in Kauai. The study will assess how many people and activities the harbor can support without negatively impacting natural and cultural resources, and the experiences of visitors and residents. Specifically, the study must evaluate the harbor's infrastructure capacity, existing use restrictions, management practices, and the impact of commercial tour operators. The DLNR will consult with Kauai County, community organizations, and other relevant entities during the study. The department must submit a detailed report with findings and recommendations, including potential legislation, to the Legislature by late 2025. The bill appropriates $250,000 from state general revenues to fund the study for fiscal year 2025-2026, with the act taking effect on July 1, 2025. The goal is to develop long-term management options that protect the harbor's ecosystem, cultural resources, and native species while maintaining sustainable public use.
