The bill also requires the Office of Elections to maintain a conspicuous notice on its website that provides easy access to the voter guide, with specific requirements for making the digital guide publicly available at least 21 days before primary elections and 50 days before general elections. The guides must be accessible to voters with disabilities, include candidate statements, explanations of constitutional and charter amendments, and voting-related information, and be available in multiple languages, including Hawaiian. The bill appropriates funds for printing and inserting the additional instruction sheets into mail ballot packets and is set to take effect on April 23, 2057.
