This bill authorizes the State Highway Administration to place and use up to four speed monitoring systems on Interstate 695 and three on Interstate 83, both located in Baltimore County. The speed monitoring systems are intended to be used only at locations identified as high-risk for motor vehicle crashes resulting in serious injury or death. The bill specifies that fines collected from these speed monitoring systems will be used to recover administrative costs and assist in funding roadway and safety improvements on these specific interstate highways. During the first 30 days of operation, the State Highway Administration will issue warning notices instead of citations. The civil penalty for violations on these interstates is capped at $40, regardless of the speed over the limit. The bill requires the State Highway Administration to submit a comprehensive report by June 1, 2029, detailing the impact of these speed monitoring systems, including changes in crash rates, driver behavior, revenue collection, and various other performance metrics. The legislation is set to remain in effect until June 30, 2030, after which it will automatically be abrogated unless further action is taken by the General Assembly.
