This bill makes several significant changes to Oklahoma's high school graduation requirements and educational standards. The bill introduces a mandatory half-unit of personal financial literacy for students, which can be fulfilled through an Advanced Placement (AP) course with substantially relevant content. It modifies the existing curriculum requirements for both college preparatory and core curriculum tracks, increasing the number of required units in mathematics, science, and other subjects. The bill also establishes a new alternate diploma pathway for students with the most significant cognitive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). This alternate diploma will align with standard diploma requirements but use alternative academic achievement standards, and importantly, will not terminate a student's Free and Appropriate Public Education (FAPE). Students receiving an alternate diploma can still be counted as having received a standard diploma for graduation rate calculations. The bill provides detailed curriculum requirements for the alternate diploma, including specific courses in language arts, mathematics, science, social studies, and additional areas like career readiness and life skills. Additionally, the bill allows the State Board of Education to develop rules about potentially granting academic credit for aviation courses and provides flexibility for school districts in course offerings while maintaining academic rigor.
