This bill amends the public health law to establish specific reimbursement rates for hospitals designated by the federal Department of Health and Human Services as exempt extended neoplastic disease care hospitals (likely specialized cancer treatment facilities) as of December 31, 2023. The bill details how these hospitals' inpatient and outpatient service rates will be calculated, using their 2023 operating costs as a base and adjusting for inflation. The rates will be determined on a per case or per diem basis, with the commissioner of health having discretion to make additional adjustments. Importantly, for Medicaid managed care patients, these facilities must be paid at no less than the standard Medicaid fee-for-service rates for both inpatient and outpatient services.
