This bill modifies the definitions of "low-speed electric bicycle" and "pedestrian conveyance" in Iowa law by changing the language around electric motor power output. Specifically, the bill adjusts the wording from limiting electric motors to "less than" 750 watts to allowing motors that produce "not more than" 750 watts. For low-speed electric bicycles, the bill also makes a minor grammatical change, replacing "having" with "equipped with" and adding a comma. For pedestrian conveyances, the bill similarly updates the language to specify that the electric motor can produce "not more than" 750 watts instead of "less than" 750 watts. Importantly, if an electric motor on a low-speed electric bicycle or pedestrian conveyance produces more than 750 watts, the vehicle would then be subject to the motor vehicle regulations in Chapter 321 of the Iowa Code, which means it would be treated like a motorcycle or motorized vehicle rather than a bicycle or pedestrian device.
