This bill amends Iowa's school district budget adjustment rules to provide additional financial support for districts impacted by major natural disasters. Currently, school districts can receive a budget adjustment that is the difference between their current budget year's regular program district cost and 101 percent of the previous year's regular program district cost. The proposed bill adds a new provision that allows a school district to receive an additional budget adjustment if a significant natural disaster occurs during either the base year or the year preceding the base year. To qualify, the disaster must be officially declared either by a presidential major disaster declaration or by the governor proclaiming a state of disaster emergency. In such cases, the school district would be eligible for a budget adjustment equal to the amount of its previous year's budget adjustment. This provision aims to provide financial flexibility and support to school districts that have been severely impacted by natural disasters, helping them maintain educational services and infrastructure in the aftermath of such events.
