This bill amends Oklahoma state law regarding responsibilities for cleaning up glass and other injurious substances on highways after vehicle accidents. The legislation clarifies that any person, wrecker, or towing operator removing a wrecked or damaged vehicle must also remove glass or other harmful materials from the highway or right-of-way. The vehicle owner's insurance, provided they have the minimum required coverage, will be responsible for the removal costs and any vehicle storage fees, which will be set at the rate established by the Corporation Commission for nonconsensual tows. The bill introduces a new requirement that insurers must promptly remit payment to the company that performed the removal upon receiving a claim. Additionally, the bill maintains existing provisions that prohibit depositing dangerous materials on highways and throwing substances at vehicles or people. Truck-tractors are still required to carry insurance that covers cleanup costs for substances spilled on roadways. The law will take effect on November 1, 2025, providing ample time for insurance companies and towing operators to prepare for the new requirements.
