AI Summary
This bill prohibits discrimination in Oklahoma's public schools and higher education institutions based on race, ethnicity, national origin, sex, disability, religion, or marital status. The bill defines antisemitism using the International Holocaust Remembrance Alliance's Working Definition and requires educational institutions to integrate this definition into their codes of conduct. It mandates that all educational programs, activities, and services be equally available to students without discrimination, with some exceptions for specialized programs like English language learning or programs for students with disabilities. The bill establishes Title VI coordinators at the State Department of Education and Oklahoma State Regents for Higher Education to monitor and investigate antisemitic discrimination and harassment, with a requirement to report findings to federal authorities if complaints are not adequately addressed. Institutions are encouraged to provide antisemitism awareness training and Jewish American heritage curriculum. The bill includes protections for First Amendment rights and does not intend to conflict with existing discrimination laws. By June 30, 2026, and annually thereafter, the Title VI coordinators must submit a report to the Legislature about antisemitism in educational institutions, with the potential for reducing state funding to institutions that do not adequately address such discrimination.
