This bill establishes the Community Quality of Life Enhancement Act, which creates a new revolving fund to help local communities improve their infrastructure and quality of life. The bill directs the Oklahoma Department of Commerce to manage a fund that will provide financial support to communities for projects such as infrastructure improvements, parks and recreational facilities, public transportation enhancements, cultural centers, public art, and environmental conservation. Communities must establish a board to apply for these funds, which will be derived from a small increment (0.0025%) of individual income tax revenue. The fund has a maximum balance limit of $250 million, and any excess revenue will be apportioned according to existing state tax laws. Eligible communities can use the funds for a variety of projects aimed at enhancing the overall quality of life for residents, with expenditures considered to be in furtherance of governmental functions that provide general benefits to community residents. The act will become effective on July 1, 2025, and is being introduced with an emergency clause to emphasize its immediate importance to public well-being.
