This bill establishes the Corn Masa Nutrition Enhancement Act, which requires corn masa flour and wet corn masa products to contain specific amounts of folic acid starting January 1, 2026. The bill defines corn masa flour as a dry flour made from corn treated with lime (a process called nixtamalization), and wet corn masa product as food made by using an alkali solution to transform corn kernels. Manufacturers must add 0.7 milligrams of folic acid per pound of corn masa flour and 0.4 milligrams of folic acid per pound of wet corn masa product, with allowance for standard industry deviation. These products must also include a nutrition label declaration of folic acid and specify that they contain corn masa flour or are manufactured through the wet corn masa process. The bill provides exceptions for cottage food operations, small food facilities, and small-volume operators, and explicitly excludes snack foods from these requirements. The act will become effective on November 1, 2025, giving manufacturers time to adjust their production processes to comply with the new folic acid fortification standards.
