This bill amends Oklahoma's existing firearms law to allow individuals with a valid concealed or unconcealed handgun license to transport a loaded rifle in a vehicle on a public roadway. Currently, the law permits transporting firearms under certain conditions, such as for people 21 years or older, or members/veterans of the U.S. Armed Forces, but this amendment specifically adds a new provision for licensed handgun carriers. The bill expands the existing exceptions to the state's firearm carry restrictions by creating a seventh category of permitted firearm transportation. The new provision means that individuals who have been issued a handgun license under the Oklahoma Self-Defense Act can now legally transport a loaded rifle in their vehicle, provided they are not otherwise disqualified from firearm possession and are not using the firearm to commit a crime. The bill will become effective on November 1, 2025, giving ample time for law enforcement and citizens to become aware of the change in the law.
