This bill adopts the International Holocaust Remembrance Alliance's (IHRA) non-legally binding Working Definition of Anti-Semitism as a tool for training, education, recognizing and combating anti-Semitic hate crimes or discrimination, and tracking and reporting anti-Semitic incidents in Oklahoma. The definition, which was adopted by the IHRA on May 26, 2016, includes contemporary examples of anti-Semitism to help identify and address such behaviors. Importantly, the bill explicitly states that its provisions should not be interpreted as diminishing or infringing upon First Amendment rights of the United States Constitution or the Oklahoma Constitution, which means the definition is meant to be a guideline for understanding and addressing anti-Semitism without restricting free speech. By codifying this definition into Oklahoma law, the state aims to provide a clear framework for identifying and responding to anti-Semitic incidents while maintaining constitutional protections for individual expression.
