This bill requires hospitals licensed in Oklahoma to develop and implement a comprehensive written policy for billing hospital services, which includes periodically reviewing itemized statements and establishing a complaint handling procedure. Hospitals must now automatically provide patients with detailed itemized statements within 30 business days of discharge, listing extensive information such as provider details, dates of service, specific medical codes (like CPT and HCPCS), service descriptions, charges, units of service, insurance and patient payments, and a breakdown of hospital payments and adjustments. The bill also mandates that hospitals provide similar itemized statements to third-party payors upon request within one year of receiving a claim, with the hospital required to respond within 30 business days. Hospitals may charge a reasonable fee for more than two copies of the statement. The State Department of Health is authorized to enforce these requirements through administrative penalties, injunctions, or license suspension/revocation. The law does not apply to federally maintained hospitals and will become effective on November 1, 2025. The primary aim is to increase transparency in hospital billing and provide patients and insurers with more detailed and accessible information about medical services and associated costs.
