This bill modifies the membership of the Oklahoma State Board of Education by expanding its size from seven to eleven members. Currently, the State Superintendent of Public Instruction serves as a member and chairperson, with the remaining members appointed by the Governor. Under the new legislation, the board will now include six Governor-appointed members (one from each congressional district and one at-large), two members appointed by the Speaker of the Oklahoma House of Representatives (one rural resident and one former school superintendent from a small district), and two members appointed by the Senate President Pro Tempore (one rural resident and one former school superintendent from a larger district). All appointed members will serve four-year terms at the pleasure of their respective appointing authorities and will require Senate confirmation if appointed by the Governor. The bill maintains existing eligibility requirements, such as having a high school diploma and completing board member workshops, and ensures that board members receive travel expense reimbursement. The new board composition and appointment process will take effect on November 1, 2025.
