This bill, declared an emergency measure, prohibits the use of state public funds for gender transition procedures, which are defined as medical or surgical services aimed at affirming an individual's gender perception when it differs from their biological sex, including surgeries that alter physical characteristics and the use of puberty blockers, cross-sex hormones, or other drugs to suppress or promote puberty. However, these procedures do not include behavioral health care, mental health counseling, medications for depression and anxiety, treatments for precocious or delayed puberty, services for individuals born with disorders of sex development (DSD), or treatment for complications arising from gender transition procedures or any life-threatening condition. The bill also explicitly states that the state Medicaid program will not cover these procedures, and state property or facilities cannot be used for them, with state officers or employees intentionally violating these provisions facing misdemeanor charges.
