This bill defines "gender transition procedures" as medical or surgical services aimed at affirming an individual's perception of their gender when it differs from their biological sex, including surgeries that alter physical characteristics and the use of puberty-blocking drugs, cross-sex hormones, or other drugs to suppress puberty or promote features of the opposite sex; however, it explicitly excludes behavioral health care, mental health counseling, medications for depression and anxiety, treatments for precocious or delayed puberty, services for individuals born with disorders of sex development (DSD), and treatment for complications arising from gender transition procedures or any life-threatening condition. The bill prohibits the use of "public funds," defined as state money from any source, for these gender transition procedures for any individual, regardless of age, and also prevents the state Medicaid program from covering such procedures. Furthermore, it forbids the use of any state property, facility, or building for providing gender transition procedures, and any state officer or employee who intentionally violates these provisions will be guilty of a misdemeanor. The bill also declares an emergency, meaning it will take effect immediately upon passage and approval.
