This bill updates the definition of "per-pupil expenditure" in Oklahoma education law by expanding the categories of expenditures that are included in the calculation. The bill adds several new categories of instructional expenses to the existing definition, such as academic instruction through career and technology education programs, concurrent classes that satisfy high school graduation requirements, and instruction provided by school district instructional staff. The per-pupil expenditure will continue to be calculated by dividing the aggregate current expenditures of school districts from all funding sources (federal, state, and local) by the total student membership count on October 1. The bill maintains existing exclusions for expenditures like adult education, facilities construction, debt services, and property-related costs. When reporting per-pupil expenditure, the State Department of Education will be required to break down the expenditures by each category. The bill is set to become effective on July 1, 2025, and includes an emergency clause to emphasize its immediate importance for public education.
