This bill amends Oklahoma's existing law regarding unmanned aircraft (drones) operations near critical infrastructure facilities by removing an exception that previously allowed commercial drone operators authorized by the Federal Aviation Administration (FAA) to operate over these areas. The bill maintains the existing definition of critical infrastructure facilities, which includes a wide range of sites such as power plants, refineries, telecommunications centers, pipelines, and dams. The law continues to prohibit operating unmanned aircraft below 400 feet over these facilities, making contact with the facilities, or approaching close enough to interfere with facility operations. The bill retains existing exemptions for government entities, law enforcement, facility owners, and those with prior written consent. The key change is the elimination of the commercial operator exemption, which means that even FAA-authorized commercial drone operators will now be restricted from flying over these critical infrastructure sites without specific permission. Any violations can result in civil liability for damages to the facility, including potential harm to property, environment, or human health. The bill is set to become effective on November 1, 2025, providing ample time for drone operators to adjust to the new restrictions.
