This bill establishes the Evacuation Vehicle Access Corridor Act, which creates a new revolving fund called the Evacuation Vehicle Access Corridor Revolving Fund (EVAC Fund) within the State Treasury for the Oklahoma Department of Transportation. The bill introduces an Evacuation Vehicle Access Corridor Grant Program designed to support the creation of evacuation corridors in landlocked basins with at least 2,000 residents and limited road access. Counties can apply for grants to construct county roads in these qualified areas, with grant amounts limited to the funds deposited in the EVAC Fund. The bill defines "landlocked" as an area almost entirely surrounded by land with impractical vehicle entry and exit, and "qualified area" as a landlocked basin with at least 2,000 residents and one or fewer entry/exit roads maintained by state, county, town, or municipal road systems.
