This bill modifies Oklahoma state law regarding who can perform marriage ceremonies by expanding the list of religious officials authorized to officiate weddings. Specifically, the bill adds "deacon" and "elder of the Gospel" to the existing list of religious leaders who can solemnize marriages, which previously included judges, preachers, ministers, priests, and rabbis. The bill maintains existing requirements that these religious officials must be at least 18 years old, duly ordained or authorized by their religious organization, and must certify their credentials on the marriage certificate. The law continues to require that marriages be performed in the presence of at least two adult, competent witnesses, and that the officiant has a good-faith belief that the individuals seeking to marry are the persons named on the marriage license and that no legal impediments to the marriage exist. The bill also preserves special provisions for marriages within certain religious groups like Quakers, Baha'is, and the Church of Jesus Christ of Latter Day Saints, which may have different solemnization practices. The changes will take effect on November 1, 2025.
