This bill amends Oklahoma state law to modify exemptions for domestic health maintenance organizations (HMOs) that contract with the Oklahoma Health Care Authority to provide basic health services to Medicaid recipients. Specifically, the bill expands the list of statutory provisions from which these HMOs are exempt, including numerous sections related to health insurance regulations (such as Sections 6058, 6060, and others) as well as Sections 6911 and 6915. The key change is that these HMOs will now only be subject to the benefit coverage criteria and regulations of the Medicaid program for the services they provide to Medicaid recipients. The exemptions will apply exclusively to services provided to Medicaid recipients under Section 4002.2 of Title 56 of the Oklahoma Statutes. The bill removes the previous restriction that these HMOs must not provide basic health care services to any other group of persons. The amendments will become effective on November 1, 2025, potentially giving these HMOs more flexibility in their operations while maintaining oversight through Medicaid program regulations.
