This bill requires cities and counties in Washington state to allow at least one mobile dwelling unit (such as a travel trailer, motor home, or tiny house on wheels) on each residential lot that meets specific conditions. The conditions include having an existing housing unit, being located within an urban growth area, having adequate utility service, and not being in a shoreline or critical environmental area. The mobile dwelling unit must be connected to electrical service with a dedicated circuit, and if it has internal plumbing, it must be connected to water and sewer services through the existing residence. If the unit lacks internal plumbing, occupants must have 24/7 access to facilities in the main dwelling. The bill prohibits homeowners' associations, condominium associations, and other property associations from creating rules that would prevent mobile dwelling units under these circumstances. Cities and counties can enforce utility hookup inspections but cannot inspect the mobile dwelling unit itself. The mobile dwelling unit must remain movable, meet existing zoning setback requirements, and be maintained in a condition that allows it to be relocated at any time. This legislation is set to expire on January 1, 2028, and aims to provide additional housing flexibility in urban areas.
