This bill requires cities and counties in urban growth areas to allow up to two mobile dwellings on each residential lot that already has an existing housing unit, with specific requirements for utility connections and placement. A "mobile dwelling" is defined as a recreational vehicle (such as a travel trailer, motor home, or fifth-wheel trailer) or a tiny house with wheels, which must be connected to electrical service through a dedicated 20-amp ground fault circuit and, if it has internal plumbing, must be connected to water and sewer services from the existing home on the property. The bill also prevents homeowners' associations, condominium associations, and other property associations from creating rules that prohibit these mobile dwellings. Cities must implement these requirements either in their 2027 comprehensive plan update or within two years of the bill's effective date. Importantly, mobile dwellings cannot be placed in shorelines or natural resource lands, and cities may not inspect the mobile dwelling itself, only the utility connections. The provisions of the bill will expire on January 1, 2028, and the entire act will be void if specific funding is not provided by June 30, 2025.
