The identification cards can be either REAL ID Compliant or REAL ID Noncompliant, with REAL ID being a federal standard for enhanced security and identification. For students under 18, the bill maintains the existing requirement that applications must be signed by a custodial legal parent or guardian, with an exception for homeless youth who can apply without parental consent. The identification cards will still be valid for either four or eight years, depending on the type issued. The bill is set to become effective on November 1, 2025, providing ample time for the Department of Public Safety to implement the new provision. By eliminating the cost barrier for high school students, the legislation aims to make identification more accessible for young people.
