This bill authorizes the issuance of special purpose revenue bonds, which are a type of bond used to finance projects that benefit a specific private entity, to assist Bana Pacific Inc., a Hawaii corporation, in constructing a biogas production facility. This facility will convert local biomass, agricultural byproducts, and organic waste into biogas, a clean, renewable fuel source, and also incorporate advanced technologies to produce green hydrogen using renewable energy. The bill finds that this project is in the public interest because it addresses critical challenges in energy security, waste management, and climate change mitigation by reducing the state's reliance on imported fossil fuels, decreasing methane emissions from landfills, and supporting the transition to renewable energy. The Department of Budget and Finance is authorized to issue up to $180,000,000 in these bonds, with the authorization lapsing on June 30, 2030, and the Act itself taking effect on July 1, 2050.
