This bill creates a new revolving fund called the Base Infrastructure Needs and Development - Schools (BIND - Schools) Revolving Fund within the Oklahoma Military Department's treasury. The fund will be continuous, not limited by fiscal years, and will receive monies as directed by law. The Oklahoma Military Department can budget and spend these funds to support the newly established BIND - Schools Program, which aims to make infrastructure investments in common education facilities located on military bases in Oklahoma. The specific goal of these investments is to either decrease the likelihood of military base closures or increase the potential for military base and infrastructure expansions in the state. Expenditures from the fund will be made through warrants issued by the State Treasurer against claims approved by the Director of the Office of Management and Enterprise Services. The bill will become effective on July 1, 2025, and an emergency clause is included to emphasize the immediate importance of the legislation for public peace, health, and safety.
