This bill establishes an infrastructure working group within Hawaii's Department of Transportation to conduct a comprehensive study of the state's port and harbor system, focusing specifically on agricultural product transportation infrastructure. The working group is required to evaluate each shipping port in Hawaii, examining its current capabilities, challenges, and potential for supporting agricultural product transportation. The study aims to provide a detailed assessment that will help inform future infrastructure investments and improvements. By November 1, 2027, the working group must submit a comprehensive report with findings and recommendations to the state legislature, with administrative support provided by the Departments of Transportation and Agriculture. The bill includes an appropriation of funds for the study and is set to take effect on July 1, 2025.
