This bill requires the Hawaii Department of Transportation to inspect all personal aircraft entering the state and landing at state-owned or state-controlled airports to prevent the unauthorized transportation of fireworks and pyrotechnic articles. The department must coordinate with law enforcement agencies or county fire departments to dispose of any prohibited fireworks discovered during these inspections, following the procedures outlined in section 132D-26 of Hawaii's revised statutes. Additionally, the department is mandated to develop and adopt rules through the standard administrative rulemaking process (chapter 91) to implement these inspection and disposal procedures. The bill does not affect any existing legal rights, penalties, or proceedings that were initiated before its effective date, and it will take effect immediately upon approval by the appropriate authorities.
