This bill creates the Base Infrastructure Needs and Development - Technology (BIND-Technology) Revolving Fund and Program within the Oklahoma Military Department. The fund will be a continuing, non-fiscal-year-limited account in the state treasury, consisting of monies directed by law for deposit. The Oklahoma Military Department can use these funds to make infrastructure investments, such as purchasing military simulation training licenses and software, with the primary goals of either preventing military base closures or increasing the likelihood of military infrastructure expansions in the state.
