This bill requires the Hawaii State Energy Office to conduct a comprehensive study focusing on identifying the most cost-effective investments for clean energy alternatives that can replace combustible fuels. Specifically, the study will analyze different energy consumption sectors to determine which areas can be decarbonized (meaning to reduce or eliminate carbon dioxide emissions) most quickly and efficiently through additional public investments in combustion-free alternatives. The Hawaii State Energy Office must submit a detailed report of its findings and recommendations, which may include proposed legislation, to the Legislature no later than twenty days before the start of the 2026 regular legislative session. The bill will take effect immediately upon approval, and its primary goal is to support Hawaii's transition to cleaner, more sustainable energy sources by providing a strategic, sector-by-sector approach to reducing reliance on fossil fuels.
