This bill authorizes the creation of special number plates recognizing the island of Kahoolawe, commemorating the 50th anniversary of the "Kahoolawe 9" landing and the island's historical significance to Native Hawaiian sovereignty. The bill requires the director of finance to issue these special license plates to Hawaii residents upon application and payment of fees. The plates must be designed in consultation with various county officials and the Protect Kaho'olawe Fund, with specific design requirements including containing words or images recognizing Kahoolawe, being similar in size to standard license plates, and not obstructing plate visibility. The bill establishes strict guidelines for the plate design, prohibiting plates that infringe on copyrights, contain obscene imagery, advertise products, promote religious beliefs, or express prejudicial philosophies. A fundraising fee will be charged for the plates, with generated revenue deposited into a separate county budget account for the Protect Kaho'olawe Fund.
