This bill authorizes the Oklahoma Capitol Improvement Authority to utilize $250 million from the Legacy Capital Financing Fund (LCF) specifically to benefit the Oklahoma State University Veterinary Medicine Authority (OSUVMA) for constructing, refurbishing, or expanding animal teaching hospitals and related facilities. The bill stipulates that the required recapitalization payments associated with this fund distribution will not begin until the state fiscal year starting July 1, 2026, which provides a delayed financial commitment. The Authority is permitted to distribute these funds in one or more installments and can enter into memoranda of understanding (MOUs) with various state agencies to facilitate the implementation of this funding, with the important caveat that these MOUs cannot create a legal obligation for the state or interfere with the administration of the Legacy Capital Financing Act.
