This bill authorizes the Oklahoma Capitol Improvement Authority to use $200 million from the Legacy Capital Financing Fund (LCF) to support the University Hospitals Authority in constructing, refurbishing, or expanding a pediatric heart hospital. The funding has specific conditions: the repayment period for the funds (known as LCF Recapitalization Payments) will not begin until the fiscal year starting July 1, 2026, and the Authority can distribute the funds in one or more installments.
