This bill requires the Oklahoma House of Representatives and Oklahoma State Senate to develop a system for drafting legislative measures and amendments that includes hyperlinks or equivalent technology to provide easy access to referenced statutory provisions. Specifically, when a measure or amendment references an Oklahoma statute that is not fully included in the text, it must include a hyperlink that allows readers to quickly access the full text of the referenced statute. This requirement applies to all versions of a measure except the final enrolled version. The goal appears to be increasing transparency and making legislative documents more user-friendly by allowing readers to easily view the complete text of statutes being referenced. The new system will be codified in Title 74, Section 452.11 of the Oklahoma Statutes, and will become effective on November 1, 2026, giving the legislative bodies ample time to implement the new technology-enabled referencing system.
