This bill creates the International Corporation Agent Political Activity Oversight Act of 2025, which establishes new regulations for individuals representing international corporations in Oklahoma. The bill defines an "international corporation agent" as someone representing the interests of a foreign corporation or a business with over 51% foreign ownership, and requires such agents to file a specific form with the Secretary of State and pay a $25 fee before advocating to influence state laws or seek state funding on behalf of their associated international corporation. The filing must include the name of the international corporation and the time period of advocacy, and excludes individuals covered under national security agreements with the Committee on Foreign Investments in the United States (CFIUS). The Secretary of State is authorized to develop the necessary filing form, promulgate rules, and implement procedures to enforce these new requirements. The bill amends existing state statutes to add this new $25 filing fee to the list of Secretary of State service fees and will become effective on November 1, 2025.
