This bill establishes new requirements for special education administrators in Oklahoma, defining them as directors and assistant directors of special education programs for school districts. Beginning August 1, 2026, these administrators must hold a valid standard teaching certificate and obtain a competency acknowledgment within one year of employment. The State Board of Education will develop two tracks for this competency: a micro-credential track for administrators with five or fewer years of experience (requiring 70% mastery) and a standard track for those with six or more years of experience. Both tracks involve a 150-clock hour special education program, and administrators must complete their chosen track within one calendar year of hiring. Additionally, administrators must pass a subject area competency examination in mild-moderate disabilities, severe-profound disabilities, or comprehensive special education, though individuals with a valid Special Education Teaching Certificate or a master's degree in school administration, special education, or a related field are exempt from these requirements. Upon successful completion, administrators will receive a certificate stored in the Oklahoma Educator Credentialing System. The bill is set to become effective on July 1, 2025, with an emergency clause indicating immediate implementation for public safety and peace.
