This bill appropriates $19,375,000 from state bond proceeds to the Minnesota Pollution Control Agency to provide a grant to Olmsted County for designing, constructing, furnishing, and equipping a materials recovery facility (MRF). A materials recovery facility is a specialized recycling center where collected recyclable materials are sorted, processed, and prepared for recycling or reuse. The funding will become available only after the commissioner of management and budget confirms that sufficient resources have been committed to complete the project, in line with state financial regulations. To fund this appropriation, the commissioner of management and budget is authorized to sell and issue state bonds up to the $19,375,000 amount, following established procedures outlined in Minnesota Statutes and the state constitution. The bill becomes effective immediately after final enactment, allowing Olmsted County to move forward with its materials recovery facility project.
