This bill provides $19,375,000 in state bond funding to Olmsted County for the purpose of designing, constructing, furnishing, and equipping a materials recovery facility (MRF). A materials recovery facility is a specialized center where recyclable materials are sorted, processed, and prepared for recycling or reuse. The funding will be made available through the state's bond proceeds fund, but will only be released after the commissioner of management and budget verifies that sufficient resources have been committed to complete the project, in accordance with state financial regulations. The commissioner is authorized to sell and issue state bonds up to the $19,375,000 amount following standard state bonding procedures outlined in Minnesota Statutes and the state constitution. The bill becomes effective immediately after it is enacted, allowing Olmsted County to move forward with its materials recovery facility project.
