This bill requires the Department of Land and Natural Resources (DLNR) to establish a Marine Life Conservation District (MLCD) Carrying Capacity Program to comprehensively assess and manage Hawaii's marine protected areas. The program will evaluate the environmental and economic impacts of these districts by assessing their carrying capacity, analyzing commercial use permits, monitoring effectiveness of existing restrictions (such as area closures and activity limitations), and developing long-term management strategies to protect marine ecosystems. The DLNR must collaborate with counties, the University of Hawaii (including the Hawaii Institute of Marine Biology), and commercial operators during this process. The department will be required to submit detailed reports to the legislature before the 2026 and 2027 legislative sessions and will need to amend administrative rules accordingly. The bill draws inspiration from the successful management of Hanauma Bay, which implemented visitor restrictions that significantly improved its marine ecosystem, and builds upon a previous pilot program at Pupukea MLCD. The legislation includes a financial appropriation to fund the program for fiscal years 2025-2026 and 2026-2027, with the ultimate goal of reducing human impact on marine life in sensitive conservation districts.
