This resolution amends the District of Columbia Official Code to allow the Alcoholic Beverage and Cannabis Board (ABCA) to extend hours of operation, sales, service, and consumption of alcoholic beverages for certain types of events. Specifically, licensees operating under on-premises retailer's, manufacturer's, or temporary licenses can extend their hours until 4:00 a.m. and operate 24 hours a day for cultural events, sporting events, or tourism-related events, provided they register with the Board, pay a $100 registration fee, and provide written notice at least 3 calendar days before the event. The Board must notify the Metropolitan Police Department at least 48 hours in advance and attempt to publish notice in the District of Columbia Register and on the ABCA website. The resolution defines cultural events as gatherings highlighting cultural customs and arts, sporting events as professional or amateur competitions organized by a league, and tourism-related events as large gatherings likely to attract visitors from outside a 50-mile radius. Registration fees will be deposited into the Alcoholic Beverage and Cannabis Administration Fund, and the act will take effect after mayoral approval and a 30-day congressional review period.
