This bill modifies Section 201H-38 of the Hawaii Revised Statutes, specifically extending the time period for county legislative bodies to review and respond to housing projects developed by the Hawaii Housing Finance and Development Corporation (HHFDC). Currently, counties have 45 days to approve, modify, or disapprove housing projects submitted by the HHFDC; the bill changes this timeframe to 90 days. Under this amendment, if a county does not disapprove the project within 90 days, the project will be automatically deemed approved. The bill applies to housing projects that are exempt from typical planning, zoning, and construction regulations, provided they meet certain conditions, such as being consistent with the chapter's intent, meeting health and safety standards, and not contravening utility standards. This change gives county legislative bodies more time to review and consider housing development proposals while still maintaining a clear timeline for project approval.
