AI Summary

This bill expands campaign finance restrictions to prevent potential conflicts of interest by prohibiting state or county grantees, as well as the owners, officers, and immediate family members of state or county contractors and grantees, from making direct or indirect campaign contributions during the duration of their contract or grant. The bill requires any candidate, candidate committee, or noncandidate committee that receives an unlawful contribution to return the funds to the contributor within thirty calendar days, and if not returned, the contribution will be transferred to the Hawaii Election Campaign Fund. Additionally, the bill mandates that contractors and grantees provide a list of owners, officers, and immediate family members to the state or county office when executing contracts over specific monetary thresholds, and requires this information to be made available electronically to the election commission. The legislation aims to reduce the potential for donations to unduly influence policy-making and improve the perceived standards of conduct in government contracting and grant-making processes by creating more transparency and limiting campaign contributions from those with government financial relationships.
