AI Summary

This bill modifies Hawaii's laws regarding claims against the state government by implementing several key changes. It prohibits any claims for refunds, reimbursements, or other payments that exceed the time limitations specified in section 40-68 of Hawaii Revised Statutes, effectively preventing older claims from being considered. The bill requires the Attorney General to provide more detailed reporting when submitting claims to the legislature, including a total dollar value of potential judgments against the state that have not yet been settled. Additionally, the Attorney General must now submit a more comprehensive report for each claim, detailing the specific actions that led to the claim, recommended preventive measures, implementation timelines, and the agency's response to those recommendations. Every five years, starting in 2026, the Attorney General must also submit a report examining whether any further incidents occurred in state agencies that led to claims and assessing why previous recommended actions were inadequate in preventing such incidents. These changes aim to increase transparency, accountability, and proactive prevention of claims against the state government.
