This bill requires the Hawaii Department of Health to create and maintain a comprehensive, easily navigable online database of all state-licensed care facilities, including adult day health centers, adult day care centers, foster homes, long-term care facilities, and special treatment facilities. The database must include specific details for each facility such as the type of care facility, initial licensing date, license renewal and expiration dates, date of most recent inspection, a hyperlink to the most recent inspection report, and any other relevant information the department determines appropriate. The list must be both searchable and sortable, designed to be easily understood by the public, and updated within five days of any changes. The bill was motivated by concerns about transparency in care facility oversight, particularly in light of past incidents like the COVID-19 outbreak at the Yukio Okutsu State Veterans Home in Hilo, where inspection information was not readily available. The proposed database aims to help families make informed decisions about care facilities by providing quick access to current licensing and inspection information. The new requirements will take effect on July 1, 2025, giving the Department of Health time to develop and implement the online resource.
