This bill establishes a three-year Residential Landlord-Tenant Code Working Group within the Hawaii Judiciary to comprehensively review and potentially update the state's residential rental laws. The working group will consist of diverse members including the Chief Justice (or designee) as chairperson, legislative leaders or their designees, an attorney specializing in landlord-tenant law, a property owner, professional property managers, tenant advocacy representatives, and potentially other experts. The group's primary objectives are to review the existing Residential Landlord-Tenant Code, examine current enforcement mechanisms, and explore potential statutory processes for obtaining injunctive relief. Members will serve without compensation and are not subject to conflict of interest regulations solely due to their participation. The working group must convene by July 1, 2025, and is required to submit an initial report to the legislature before the 2026 regular session and a final report by July 1, 2028, which will include findings, recommendations, and proposed legislation. The bill recognizes the importance of rental housing in Hawaii, where 38.2% of residents are renters, and aims to provide more clarity and reduce legal complications in landlord-tenant relationships. The working group will be dissolved on July 1, 2028, after completing its comprehensive review and reporting.
