An Act To provide for the abatement of nuisances in the District of Columbia by the Commissioners of said District, and for other purposes, to amend definitions, factors for establishing vacancy or blight, and exemptions from registration, to require the submission of vacant building maintenance plans, and to allow the Mayor to petition the Superior Court of the District of Columbia for vacant property receivership actions; to amend the Abatement and Condemnation of Nuisance Properties Omnibus Amendment Act of 2000 to provide a definition for the term “blighted area”; to amend the Construction Codes Approval and Amendments Act of 1986 to require the Department of Buildings to establish an expedited permit review process for certain construction and building permits for Class 3 and 4 properties; to amend Title 47 of the District of Columbia Official Code to establish new tax rates for Class 3 and 4 properties, to establish a new process for tax sales of Class 3 and 4 properties, to establish a tax credit for the renovation or rehabilitation of Class 3 or 4 properties, and to establish a tax abatement for the renovation or rehabilitation of Class 3 or 4 properties that are used for commercial purposes.
