AI Summary
This bill aims to address vacant and blighted properties in the District of Columbia through a comprehensive set of reforms and incentives. The bill introduces several key provisions, including creating a tangled title information sheet to help residents transfer property after a death, establishing a will registry, and creating a single-family home rehabilitation program for low-income homeowners. The legislation also implements significant changes to how vacant and blighted properties are managed, including new tax rates, an expedited permit review process, and a receivership program that allows the Office of the Attorney General to take control of severely neglected properties. Additionally, the bill creates tax credits and abatements to incentivize the rehabilitation of vacant and blighted properties, particularly in low-income areas. The tax credits and abatements are designed to encourage development by providing financial relief to property owners who invest in renovating Class 3 and Class 4 properties (vacant or blighted properties). The bill also establishes new procedures for tax sales and foreclosure of vacant properties, with the goal of returning these properties to productive use and improving neighborhood conditions. Notably, the bill includes provisions to protect homeowners, such as payment plans for delinquent property taxes and hardship exemptions, while also creating mechanisms to address long-term vacant properties that negatively impact community well-being.
