These circumstances include situations involving gender transition, where the healthcare provider has a bona fide patient relationship, has treated and evaluated the patient, confirmed appropriate clinical treatment for gender transition, and determines that the current sex designation on the birth certificate does not align with the patient's gender. The bill also maintains existing provisions for birth certificate modifications in other scenarios, such as establishing or disestablishing paternity, adoption, or for safety reasons requested by law enforcement. The changes are designed to provide more flexibility and accessibility for individuals seeking to update their birth certificates to reflect their gender identity, and the act will take effect upon approval.
