This bill amends Hawaii Revised Statutes Section 196-71 to expand the responsibilities of the Hawaii State Energy Office (HSEO) by adding a fifth key provision. Specifically, the bill authorizes the HSEO to adopt, through rulemaking, any federal regulations existing as of January 1, 2025, related to energy efficiency, renewable energy, or clean transportation, provided that the office determines such regulations are in the public interest. The bill maintains the office's existing responsibilities, which include providing policy analysis for energy goals, leading energy efficiency efforts in public facilities, facilitating renewable energy and clean transportation projects, and engaging the private sector through the Hawaii Clean Energy Initiative. The new provision gives the HSEO greater flexibility to incorporate federal energy regulations that it believes will benefit the state, without requiring additional legislative approval for each adopted regulation. The bill will take effect immediately upon approval.
